MR's presence on the roster is not only the best option for the Steelers to win football games if AR goes down, he also serves to protect the kiddies from what would almost certainly be a very negative experience for either of them if pressed into action before they're ready. It's in everyone's best interests to keep MR as QB2.
As for the RHDFX, this is what their President posted about MR several months ago on SD:
"Best case scenario... Rudy has to get carried off the field w his face mask removed (no cart available)..."
