In reply to DRock7. There is no doubt that the owners ALWAYS hire the person that they think will most help them win. But there is not a single person that enters the discussion when looking for a HC, OC, or DC. The reason we interview is that we want to hire a person that we can communicate with and shares the same goals and methods as us. This is where the cultural bias slips in. In any interviewing process there is a lot of built in cultural bias. People look to hire people that are like them (culturally) ... this is a well known and documented bias. When the hiring team is made to think about their biases and work through it ... it is more likely to lead to merit based hiring. In the NFL it is a really small community of coaches ... less than 400. They all talk ... this networking is by far the most important component of getting hired (for any of us, and any of them).

In reply to Jack's Undying Vengeance. you said "Loyalty is what the Rooney's value more than winning SBs" as if they thought some other coach was going to do better with they players they had. Most competent owners understands that only 1 out of 32 teams win a championship in any given year, and that you need to have the right players in place to have a chance, much more than you need some flavor of the month coach to elevate you. You need a competent leader to guide a championship-worthy roster to a Super Bowl, but the Steelers haven't had sufficient talent for a long time, largley due to bad drafting and misguided free agent acquisitions.
