In reply to sheagoodbye. Shea, I agree that Silver is beholden to the owners. I mentioned the Wachtell report because it wasn't until I read it that I realized how badly Ballmer and the other Clippers execs had behaved during the investigation. There would have been room for the leniency the other owners had wanted if Ballmer and co had co-operated and allowed the investigation to finish in 4 months, per the terms of Wachtell Lipton's original engagemetn. But Ballmer not only orchestrated more lying by his team, but also used his lawyers to extend the investigation to 12 months. The NBA has now spent > $35M in legal fees on the investigation, about $25 more than originally planned, and Wachtell Lipton isn't finished yet. So, Silver's hand was forced.
