After nearly 10 years sleeping in parks and shelters, Coast Guard veteran Alfreda “Freda” Trawick finally signed a lease on her own apartment in December. Her journey to stable housing included stays at two IHS (Institute for Human Services) programs: first, Kaaahi Women’s Emergency Shelter, then Kumu Ola Hou kauhale, where case managers helped her secure her HUD-VASH (Housing and Urban Development-VA Supportive Housing) voucher from the VA and navigate eight rental applications before a landlord said yes.
