Collin County asks voters for $817.5 million to fund roads, courts, jail projects

2026 Midterm Election

Voters in Collin County will weigh in on four bonds totaling $817.5 million in the November midterm election, including nearly $297 million for courthouse and jail projects, $475 million for roads, $6 million for parks and open space, and $40 million for an election records and storage facility. Officials said the bonds will help keep up with Collin County’s rapid growth.

Voters decide each of the four propositions separately. The county would issue bonds over six years through fiscal year 2032.

Voting “For” the proposals would authorize Collin County to issue bonds and levy property taxes to pay that debt. County officials said the package could raise the debt service rate from 4.18 cents per $100 of assessed value to 4.95 cents per $100 of assessed value over six years, assuming the county’s revenue grows by 3% each year.

However, county administrator Yoon Kim said the bond might not necessarily involve a tax increase.

Proposition A

Proposition A asks voters whether Collin County should borrow nearly $297 million to expand courthouses, jails, medical and mental health facilities for inmates, and probation facilities, and authorize Collin County to collect property taxes as needed to pay the debt and interest it accrues.

  • Proposition A THIS IS A TAX INCREASE; The issuance of $296,500,000 bonds for the purpose of designing, developing, constructing, renovating, improving, expanding, and equipping court facilities, adult detention facilities, medical and mental health detention facilities, and adult probation facilities, and the levy of a tax sufficient to pay principal and interest thereon.

Proposition B

Proposition B asks for the approval of $475 million in bonds to build, expand and improve county roads and bridges, including buying land for future projects, with property taxes increased as needed to pay off the debt

  • The issuance of $475,000,000 bonds for the purpose of designing, developing, constructing, renovating, improving, extending, expanding and maintaining non-tolled roads and bridges within Collin County, including the acquisition of land and rights-of-way therefor, and the levy of a tax sufficient to pay principal and interest thereon.

Proposition C

Proposition C asks voters to approve $6 million in bonds to acquire and improve parks and open spaces, including joint projects with cities and authorizes the city to pay for it with property taxes.

  • The issuance of $6,000,000 bonds for the purpose of acquiring, designing, developing, constructing, renovating, improving, and equipping land for park and open space purposes, and including joint county-city projects, and the levy of a tax sufficient to pay principal and interest thereon.

Proposition D

Proposition D asks voters to approve $40 million in bonds to fund construction and design costs for a new county elections facility. The facility would include election department offices as well as storage for county records, historical documents and equipment. A vote in favor of the bond would also authorize Collin County to collect property taxes as needed to pay the debt.
