The same way any other player does it, whether they're black, white, brown, yellow, gay, straight, or whatever other category you want to put them in - they excel at lower levels, like college ball. The same exact way coaches rise through the ranks.
Players are sometimes signed as projects; the Steelers have some history in that regard. If it doesn't work out, they're cut. Color me crazy here (no pun intended) but I've been watching the NFL for a long time and have yet to hear of a team hiring a head coach as a project or to give them the opportunity to "prove it." The effect of an ineffective head coach on a team is far greater than any one ineffective player.
The Rooney Rule ensures opportunity, not outcome. That's okay with me. If the league mandated certain races be represented at certain percentages in the coaching ranks, that's a problem IMO.
