There are no real enforceable penalties for failing to follow the rule. I think maybe one team (Detroit) was fined once for not following it. But, it's more the spirit to get guys in front of decision-makers, which for decades, was not possible for some people. There's no rule that you have to hire anyone in particular; it's just to give people a chance who were shut out of promotions for years.
