Yes, it's true, supply is the problem, but what is the solution? Building anything in California has become a nightmare, and at current prices for land and construction, affordable rentals simply cannot be built. Prop 13 has held back the deluge, but that only helps those with legacy ownership in the family going back a full generation or more. Unless government can heavily subsidize building new units I see no solution.
