To me the "play v. not play" (given he is available) is based on whether we have won the division.
Have we already won the division ... if so, rest him this week and get him a small, but meaningful, number of snaps against the Ravens.
If we haven't already won the division then I would play him based on how the game is going, and taking into consideration Herbig's availability.
The Steelers need to go all out to clinch the division this week.
