The lack of proven WR that can play on the outside, will hurt the Raiders more than how far in the air Cousins can throw the ball in the air with accuracy. Tucker is fast, but he is not really an outside receiver.
Bowers when healthy can do a lot of things you don't expect a TE to be able to do. However, Nobody is going to expect him to run the fly route like a track star.
We already know Mendoza will get his shot sooner rather then later. It doesn't need to be right now. Maybe week 5 or 6 unless the Raiders are actually winning.
