By Annie Grayer, Michael Williams, CNN (CNN) — During his confirmation hearing last month, Markwayne Mullin promised to make changes at the Department of Homeland Security if he were to be confirmed as its next secretary. He called the controversial policy under outgoing Secretary Kristi Noem that required her approval of contracts exceeding $100,000 “micromanaging.”
