Every team has to spend x amount (95%) of their cap space in the NFL. So yes, they do spend 'to the cap', but it's by rule not choice. Not arguing your point because I agree with you but it's also not like the Rooney's can openly not spend like Bobby N. If they (or any NFL owner) could well then they probably would to maximize their own profits.
