They have been up to the cap every year, multiple market setting contracts e.g. TJ Watt, sure they don't do what the Eagles and Browns do with insane void years but they are hardly spending under the cap annually. Assistant Coaches we have no clue if they get paid less than other teams, we have no clue if they have less coaches (and see Alex Kozora's research it is not indicative of success) for money reasons or Tomlin didn't want them. They don't spend on their facility, that is true. But all your other points are either wrong or pure conjecture.
