I think the narrative pretty quickly went to the Steelers job ONLY being attractive because of stability. There's not much else about the team that would wow a candidate. Yes, six SB trophies, but those are in the past and the new person is expected to live up to them. The facilities are probably the worst in the league (the South Side practice facility doesn't even have a full-sized football field because it won't fit). There have been rumors for years that ownership is cheap and doesn't want to pay for top-notch assistants, strength coaches, scouting, etc.
What people need to understand is that the salary pool for players is mandated by the CBA and funded by TV and league revenue. All of the other stuff -- coaching salaries, practice facilities, strength and conditioning program, nutritionists, sports psychologists, analytics, scouting, and on and on -- is optional and covered by ownership. So, yes, the Steelers aren't "cheap" when it comes to player salaries because that money is not coming out of Rooney's pocket. All of the other stuff is, and we've seen the results.
