LOWELL — Structural steel issues identified in the 1892 Coburn Hall building, the Phase 4 part of the Lowell High School rebuild and renovation, may cost the city even more money in order to complete the almost decadelong project. The project has grown from $382M to $418M due to "unforeseen" structural issues.
