Deferred maintenance on state buildings strikes again. This time, it’s the Department of Health headquarters on Punchbowl Street, which will be abandoned this year due to longstanding asbestos and decay issues. Nearly 550 employees and public services will be relocated to two rental office towers downtown; the first move in summer will affect vital-records services, such as marriage licenses. Leasing the offices will cost an estimated $3 million yearly.
