We sure know what the Rooney Rule was prior to 2024 :-) One of the reasons for the Rooneys to look better with the Dungy-backed Tomlin over the already entrenched options that were with the System that was already set up for success. I'm waiting for the "Rivera was the Rooney Rule interview" simpletons to chime in. Look at actual Rooney quotes in PPG from back then about Tomlin "reaching culture". etc.
