Many of the rare-earths (and other controlled minerals) are extracted from the waste of other metal refining process. For example, Gallium is found from waste of bauxite purification in aluminium production. Silver is found in copper refining. Unless the US restarts the aluminium and copper industry, there is no way to extract gallium and many minerals at reasonable cost.
