San Francisco launches program to provide free child care for qualifying families
Some families in San Francisco may get access to free child care under a new program announced by Mayor Daniel Lurie on Wednesday. “Today marks the beginning of a powerful effort to reduce the cost of living for San Francisco families by tens of thousands of dollars each year,” Lurie said in a statement. Under the “Family Opportunity Agenda,” low- to middle-income families with children under 5 years old in the city will qualify for free child care. “Starting this month, a family of four making less than $230,000 a year will qualify for free childcare at hundreds of high-quality providers across the city, and by this fall, those earning up to $310,000 a year will receive a 50% subsidy,” Lurie said in a video posted to his social media Wednesday. Families in San Francisco pay an estimated annual total of $20,000 to $30,000 for child care for each child under 5 years old, according to Children’s Council San Francisco, a nonprofit that helps connect families to financial resources for child care. The effort will be funded using leftover money from 2018’s Proposition C, also known as “Baby Prop C.” The measure uses funding from commercial rent taxes to finance early education and child care programs. Sara O’Neill, the founder and director of Slippery Fish Preschool on the city’s west side, thinks the plan will provide significant cost-saving benefits to families with young children. “For families in the middle-income range, childcare costs are an enormous burden. This investment offers real relief,” O’Neill said. “Increasing tuition support and expanding eligibility means more children can access quality early learning environments like Slippery Fish.” The plan also tries to help expand access to higher education for public school students. High school juniors and rising juniors in the San Francisco Unified School District will have the opportunity to earn associate degrees and industry certifications by taking courses at City College of San Francisco with a guaranteed transfer to San Francisco State University. “This will help them become nurses, police officers, pre-K teachers, auto technicians, chefs, and more,” Lurie said. “We are going to empower San Francisco students with the tools and trade skills to earn good paying jobs and fulfill our city’s most important workforce needs of the future.” The plan also includes testing outreach tools to help residents be more aware of when they need to take action to renew eligibility for food and health care assistance programs like CalFresh and Medi-Cal. The Family Opportunity Agenda is another one of Lurie’s initiatives to try to lower living costs for San Francisco families. Last month, the Board of Supervisors approved Lurie’s Family Zoning plan, which allows greater density housing to be constructed in transit and commercial corridors on the western and northern sides of the city. The plan creates the capacity for more than 36,000 homes. Additionally, more than 1,000 affordable housing units were created last year, with 90% of those units designated for low- and very low-income families, according to Lurie. “We’re committed to making San Francisco a place where families can stay, grow, and build their future,” Lurie said.
