ICE says its officers can forcibly enter homes during immigration operations without judicial warrant: 2025 memo
A May 2025 internal Immigration and Customs Enforcement document shows that the agency told officers and agents they can forcibly enter homes of people subject to deportation without a warrant signed by a judge. The memo, dated May 12 and which reads that it is from ICE Acting Director Todd Lyons, was shared with U.S. Sen. Richard Blumenthal, D-Conn., by two whistleblowers. It says that ICE agents are allowed to forcibly enter the home of a person using an administrative warrant if a judge has issued a “final order of removal.” Administrative warrants permit officers and agents to make arrests and are different from judicial warrants, which a judge or magistrate signs allowing entry into a home. Lyons notes in the document that detaining people “in their residences” based solely on administrative warrants is a change from past procedures. “Although the U.S. Department of Homeland Security (DHS) has not historically relied on administrative warrants alone to arrest aliens subject to final orders of removal in their place of residence, the DHS Office of General Counsel has recently determined that the U.S. Constitution, the Immigration and Nationality Act, and the immigration regulations do not prohibit relying on administrative warrants for this purpose,” the memo reads. The memo says that agents may “arrest and detain aliens” in their place of residence who are subject to a final order of removal issued by an immigration judge, the Board of Immigration Appeals, or a U.S. district or magistrate judge. The memo says under general guidelines that officers and agents using a method called Form I-205 must “knock and announce” and that “in announcing, officers and agents must state their identity and purpose.” The Associated Press first reported on the document Wednesday. Mayor Parker proposes building housing factories on long-vacant Logan Triangle
Logan Triangle, an area of North Philadelphia that has been vacant since the 1980s due to environmental contamination, could soon become a place where people’s new homes are manufactured. On Wednesday, Jan. 21, Philadelphia Mayor Cherelle Parker announced a proposal to have modular housing factories take up the 30 acres of empty lots that make up Logan Triangle. “Everything Philadelphia needs to become the hub as a manufacturer of housing in our region is right here,” Parker said. “What you see today here in this Logan community, yes, it is vacant land. But as Mayor of Philadelphia, I want you to know that I see possibilities.” “So, on this day, I have instructed our Department of Planning and Development to issue a Request for Information to guide the development of modular housing factories right here in the City of Philadelphia. It’s formal, it’s official and it’s live,” Parker added. Parker said that the factories would not only bring jobs to Philadelphia but would also allow the city to build new homes at scale as part of the Parker administration’s H.O.M.E. initiative, which is looking to create and preserve 30,000 units of new and existing housing throughout Philadelphia. A formal Request for Information was issued at the event on Wednesday giving potential partners the opportunity to submit proposals to the city. “We are seeking innovative proposals that address site requirements, operations, workforce capacity and financial models to ensure Philadelphia leads in modular housing production,” Jessie Lawrence, the director of the Department of Planning and Development, said. “This is our roadmap forward,” Parker added. “We will use every tool available to redevelop long-vacant land, deliver housing at scale and ensure Philadelphians can afford to stay in our city.”

Burlington County man charged with molesting tenants while sleeping: Prosecutors
A man from Mansfield Township, New Jersey, has been charged with molesting two men who rented rooms at his residence, Burlington County prosecutors said on Wednesday. Prosecutors said the investigation into 60-year-old Craig Cardella began in Dec. 2024, when a man who had rented a room from Cardella reported to Mansfield Township police that he woke up in the middle of the night to find Cardella in his bed. Cardella was also holding a mask over the man’s face and nose and was touching him sexually, prosecutors said. After searching Cardella’s residence, police found two bottles of chloroform, prescription sleep medication, medical masks, a camcorder and digital storage devices in his safe, prosecutors said. Investigators believe Cardella used chloroform on his victims to prevent them from waking up, prosecutors said. Cardella was indicted in Dec. 2025 with 17 counts of first-degree kidnapping, 18 counts of third-degree aggravated criminal sexual contact and other related offenses, prosecutors said. Cardella has plead not guilty, prosecutors said. Cardella’s alleged interactions with the two men are believed to have taken place over separate time periods, with both lasting for several months, prosecutors said. The identities of the two victims are being withheld by prosecutors to protect their identities. Anyone who believes they may have also been a victim of Cardella are urged to contact Detective Ken Allen at allen@mansfieldpd.org.

Masked burglars break into LA home of ‘Ballers' actor Troy Garity
Masked intruders broke into the Los Angeles-area home of actor Troy Garity over the weekend when the “Ballers” and “Barbershop” actor was out of town, the LAPD told NBC Los Angeles exclusively. The break-in triggered an alert at about 8 p.m. Saturday after three men wearing ski masks and gloves entered the residence through a rear glass slider, police said. The burglars left a short time later and took off in a getaway car. It was not immediately clear what, if anything, was stolen. No arrests were reported Tuesday afternoon. NBCLA has reached out to Garity’s rep for comment. Garity is the 52-year-old son of actor Jane Fonda and politician and activist Tom Hayden. He is known for his role as Isaac in the “Barbershop” film franchise and NFL agent Jason Antolotti in HBO’s “Ballers” comedy series. Garity also had film roles in “Bandits,” alongside Bruce Willis, Cate Blanchett and Billy Bob Thorton, and “Soldier’s Girl.” He was nominated for a Golden Globe and Independent Spirit award for his role in the Showtime original. He made an on-screen appearance alongside his mother and her father, Henry Fonda, in 1981’s “On Golden Pond.”
