Spending doesn't necessarily mean cap spending. That can also mean a lot of other things. Their analytics department is about the smallest in the league. Their facilities are one of the worst in the league, if not the worst (sharing a tiny facility with the local college team is not what anyone else does). Their grades on the union workplace satisfaction are at the bottom of the league, except for the coach. Free agents came to Pittsburgh for one reason: Tomlin. Now that he's gone, what other reason would free agents want to go there? Not to mention that the staff is the smallest in the league (no one has ever said definitively whether that was a Tomlin thing or a Rooney thing.)
