Federal immigration agents forced open a door and detained a U.S. citizen in his Minnesota home at gunpoint without a warrant, then led him out onto the streets in his underwear in subfreezing conditions, according to his family and videos reviewed by The Associated Press. ChongLy “Scott” Thao told the AP that his daughter-in-law woke him up from a nap Sunday afternoon and said that U.S. Immigration and Customs Enforcement agents were banging at the door of his residence in St. Paul. He told her not to open it. Masked agents then forced their way in and pointed guns at the family, yelling at them, Thao recalled. “I was shaking,” he said. “They didn’t show any warrant; they just broke down the door.” Amid a massive surge of federal agents into the Twin Cities, immigration authorities are facing backlash from residents and the local leaders for warrantless arrests, aggressive clashes with protestors and the fatal shooting of mother of three Renee Good. “ICE is not doing what they say they’re doing,” St. Paul Mayor Kaohly Her, a Hmong American, said in a statement about Thao’s arrest. “They’re not going after hardened criminals. Instead, as his 4-year-old grandson watched and cried, Thao was led out in handcuffs wearing only sandals and underwear with just a blanket wrapped around his shoulders. Videos captured the scene, which included people blowing whistles and horns and neighbors screaming at the more than a dozen gun-toting agents to leave Thao’s family alone. “It was so heartbreaking seeing him in that image,” Thao’s sister-in-law, said Louansee Moua in Facebook post. “You can’t get it out of your head. He has no clothes, and it’s, like, 12 degrees and it’s snowing.” Thao said agents drove him “to the middle of nowhere” and made him get out of the car in the frigid weather so they could photograph him. He said he feared they would beat him. He was asked for his ID, which agents earlier prevented him from retrieving. Agents eventually realized that he was a U.S. citizen with no criminal record, Thao said, and an hour or two later, they brought him back to his house. There they made him show his ID and then left without apologizing for detaining him or breaking his door, Thao said. DHS defends operation The U.S. Department of Homeland Security described the ICE operation at Thao’s home as a “targeted operation” seeking two convicted sex offenders. “The US citizen lives with these two convicted sex offenders at the site of the operation,” DHS said. “The individual refused to be fingerprinted or facially ID’d. He matched the description of the targets.” Thao’s family said in a statement that it “categorically disputes” the DHS account and “strongly objects to DHS’s attempt to publicly justify this conduct with false and misleading claims.” Thao told the AP that only he, his son and daughter-in-law and his grandson live at the rental home. Neither they nor the property’s owner are listed in the Minnesota sex offender registry. The nearest sex offender listed as living in the zip code is more than two blocks away. Some in central and southern Illinois and into St. Louis may have felt the ground shake overnight and early Tuesday morning as a 3.8 magnitude earthquake was recorded near Ohlman, the United States Geological Survey showed. The USGS showed the quake was felt across parts of Springfield and Taylorville, along with parts of Missouri including St. Louis. Some light shaking may have also been felt in Chatham and Decatur, and as far west as Champaign. An earthquake with a 3.8 magnitude is often felt but may not cause damage. An earthquake of 7.0 is described as a “major earthquake” with serious damage, according to Michigan Tech. The quake occurred in the Ozark Dome Region, the USGS said, which covers parts of Indiana, Kentucky, Illinois, Missouri, and Arkansas. It stretches from Indianapolis and St. Louis to Memphis. “Moderately frequent earthquakes occur at irregular intervals throughout the region,” the USGS said. “The largest historical earthquake in the region (magnitude 5.4) damaged southern Illinois in 1968.” According to the USGS, the area borders a “much more seismically active New Madrid” seismic zone.

The Chicago area will see sunshine and rising temperatures — into the 20s — over the next few days, the NBC 5 Storm Team said, but another blast of Arctic air is on the way, along with two rounds of snow. “Some weather improvement,” NBC 5 Storm Team Meteorologist Alicia Roman said, with temperatures early Tuesday morning in the single digits and wind chills in the negative teens. Monday morning, wind chills were as low as -25 degrees. By Tuesday afternoon, temperatures will “warm rapidly,” Roman said, climbing into the upper 20s by evening. Wednesday, temperatures will be in the 30s. “A nice, little warm-up on the way before temperatures drop again,” Roman said. Rounds of snow The first round of snow was expected to move in about 8 p.m. Tuesday across Chicago’s northwestern counties, with a winter weather going into effect for McHenry and Lake Counties in Illinois and Kenosha County in Wisconsin. Snow showers will stick around as midnight hits, Roman said, but come to an end overnight. “By the time you head out for the morning commute, snow will be gone, but roads could be problematic,” Roman added, especially along the Illinois-Wisconsin line, where between two and five inches of snow could fall. According to the National Weather Service, winds up to 35 mph could lead to blowing and drifting snow in some parts. Between the two systems, the Chicago area is expected to see between one and three inches of snow. As much as five inches of snow could fall in northern counties. Arctic blast A cold front moving in Wednesday evening will push temperatures back down, with temperatures dropping back into the teens Thursday followed by an “Arctic blast” Friday. Temperatures Friday morning will be below zero, Roman warned, with “feels-like” temperatures as low as -35 degrees. In counties to the north and west, wind chills between -35 and -40 were possible. Saturday, temperatures will remain in the single digits, Roman said, with highs moving into the teens by Sunday.
